On 9/2/26, HFSRB's rules regarding the Cardiac Catheterization category of service were updated. The changes include revising utilization standards, updating peer review requirements, amending physician referrals, changing the unnecessary duplication of service criterion, and establishing new accreditation standards. In addition, the rules associated with the Organ Transplant and Kidney Transplant categories of service, the Subacute Care Hospital Model, and the Children's Respite Care Center Alternative Health Care Mode  were repealed. These changes were published in the September 18th edition of the Illinois Register. NOTICE OF AN OPPORTUNITY FOR PUBLIC COMMENT AND REQUEST FOR PUBLIC HEARING

Under the Illinois Health Facilities Planning Act, notice is given on the receipt of an application for an exemption to change the ownership of The Oak Brook Surgical Centre, Inc., located at 2425 W. 22nd Street, Oak Brook, Illinois (E-020-26). The owners will contribute equity in the Facility to Oak Brook Founder Holdings, LLC, a newly formed entity, and Founder Holdings will hold 100% of the Facility's ownership shares. Following the contribution, The Oak Brook Surgical Centre, Inc. will convert to a limited liability company known as The Oak Brook Surgical Centre, LLC. The ultimate change in ownership transaction involves Founder Holdings selling all ownership rights in The Oak Brook Surgical Center, LLC to Surgery Center Holdings, Inc. and DuPage Medical Group, Ltd. d/b/a Duly Health and Care of Northern Illinois. Surgery Center Holdings, Inc. is 100% owned by Surgery Partners, Inc. The site owner is 2425 W. 22nd St. LLC, and the licensee is The Oak Brook Surgical Centre, LLC.  

Following the transaction, DuPage Medical Group, Ltd. d/b/a Duly Health and Care of Northern Illinois will own 74% of the equity in The Oak Brook Surgical Centre, LLC, and Surgery Center Holdings, Inc. will own the remaining 26%. The Facility will not be changing the surgical services it provides. It will continue to offer General Surgery, Gastroenterology, OB/GYN, Oral and Maxillofacial Surgery, Ophthalmology, Orthopedic Surgery, Otolaryngology, Plastic Surgery, Podiatry, and Urology procedures at the facility. 

The State Board called this exemption application substantially complete on October 5, 2026.  Written requests for a public hearing (no emails or faxes will be accepted) must be received by the Illinois Health Facilities and Services Review Board by October 20, 2026.    The Application can be viewed at the offices of the Illinois Health Facilities and Services Review Board at the address below or at the State Board’s website https://hfsrb.illinois.gov/
