NOTICE OF REVIEW AND OPPORTUNITY FOR PUBLIC HEARING AND WRITTEN COMMENT

In accordance with the requirements of the Illinois Health Facilities Planning Act, notice is given of receipt to establish an Ambulatory Surgery Treatment Center (ASTC) in Chicago. Project #26-018, River Oaks Surgery Center, Chicago. Applicants: River Oaks Surgery Center, LLC. The applicant proposes to establish a 2-room-limited-specialty ASTC in 6,956 GSF of newly constructed space, located at 7941 South Western Avenue, Chicago. Project cost: $5,495,857.

The application contained a Safety Net Impact Statement and was declared complete on April 10, 2026. A copy of the application may be viewed at the Illinois Health Facilities and Services Review Board Office, at the address below. Consideration by the State Board has been tentatively scheduled for the September 15, 2026, State Board Meeting. Requests for hearings must be received by this Agency no later than April 27, 2026. Any person wanting to submit written comments on this project must submit these comments by August 26, 2026.

The State Board will post its findings in a State Board Staff Report, which will be made available on the internet on August 31, 2026. The public may submit written responses in support of or in opposition to the findings of the Illinois Health Facilities and Services Review Board.
