On August 15, 2025, the Governor signed Senate Bill 798. This bill amends Section 3 of the Health Facilities Planning Act by revising the definition of "Non-clinical service area" and by establishing new definitions for "Patient care unit" and "Provider". NOTICE OF REVIEW AND OPPORTUNITY FOR PUBLIC HEARING AND WRITTEN COMMENT

Per the requirements of the Illinois Health Facilities Planning Act [20 ILCS 3960/], notice is given of receipt to modernize the Surgery Department at an acute care hospital in Alton.  Project #25-020, Alton Memorial Hospital, Alton.  Applicants:  Alton Memorial Hospital and BJC Health System d/b/a BJC HealthCare.  The Applicants propose modernizing its perioperative services (Surgery Suites, Pre and Post Operative recovery), at its hospital, located at One Memorial Drive, Alton.  Project cost: $49,341,477.

The application was deemed substantially complete on May 27, 2025. A copy of the application may be viewed at the Illinois Health Facilities and Services Review Board (HFSRB) Office at the address below. To obtain a copy of an application, please call the office for details and copying fees at the number listed below. Consideration by HFSRB has been tentatively scheduled for the August 12, 2025, meeting. Any person wanting a public hearing on the proposed project must submit a written request for a hearing to:

HFSRB staff must receive requests for hearings by June 11, 2025. The public may also submit written comments on this project. All public written comments must be received by July 23, 2025.  HFSRB will post its findings in an HFSRB Staff Report, which will be available online on July 29, 2025. The public may submit written responses in support of or in opposition to the findings of the HFSRB staff. All written public comments about the HFSRB staff findings must be received before 9:00 am, August 4, 2025. The internet address used to access this report is:
