NOTICE OF REVIEW AND OPPORTUNITY FOR PUBLIC HEARING AND WRITTEN COMMENT

In accordance with the requirements of the Illinois Health Facilities Planning Act, notice is given of receipt to modernize and expand clinical and non-clinical services at an acute care hospital in O’Fallon. Project #25-011, HSHS St. Elizabeth’s Hospital, O’Fallon. Applicants: Hospital Sisters Health System and St. Elizabeth Hospital of the Hospital Sisters of the Third Order of St. Francis. The applicants propose to modernize and expand their Medical/Surgical service, Emergency Department (ED), and various non-clinical services on the campus of their hospital, located at 1 St. Elizabeth Boulevard, O’Fallon. Project cost: $65,659,319.

The application contained a Safety Net Impact Statement and was declared complete on February 27, 2025. A copy of the application may be viewed at the Illinois Health Facilities and Services Review Board Office at the address below. Consideration by the State Board has been tentatively scheduled for the August 12, 2025, State Board Meeting. Requests for hearings must be received by this Agency no later than March 14, 2025. Any person wanting to submit written comments on this project must submit these comments by July 23, 2025.

The State Board will post its findings in a State Board Staff Report, which will be available via the Internet on July 29, 2025. The public may submit written responses in support of or in opposition to the findings of the Illinois Health Facilities and Services Review Board. The public will have until 9:00 am, August 4, 2025.
