On August 15, 2025, the Governor signed Senate Bill 798. This bill amends Section 3 of the Health Facilities Planning Act by revising the definition of "Non-clinical service area" and by establishing new definitions for "Patient care unit" and "Provider". NOTICE OF REVIEW AND OPPORTUNITY FOR PUBLIC HEARING AND WRITTEN COMMENT

Per the requirements of the Illinois Health Facilities Planning Act [20 ILCS 3960/], notice is given of receipt to modernize an Ambulatory Surgery Treatment Center (ASTC), in Westchester.  Project #25-024, UroPartners Imaging Center, Westchester.  Applicants:  UroPartners, LLC, and Solaris Health Holdings, LLC.  The Applicants propose to modernize an existing limited-specialty Ambulatory Surgery Treatment Center (ASTC) through the modernization of facilities and the purchase of a new PET/CT machine, a fixed-artis ceiling medical imaging system, a mobile C-arm Cios spin machine, and other ancillary equipment.  The ASTC is located at 2225 Enterprise Drive, Suite 3510, Westchester.  Project cost: $5,753,206.

The application was deemed substantially complete on June 23, 2025. A copy of the application may be viewed at the Illinois Health Facilities and Services Review Board (HFSRB) Office at the address below. Consideration by HFSRB has been tentatively scheduled for the September 25, 2025, meeting. Any person wanting a public hearing on the proposed project must submit a written request for a hearing to:

HFSRB staff must receive requests for hearings by July 8, 2025. The public may also submit written comments on this project. All public written comments must be received by September 5, 2025.  HFSRB will post its findings in a HFSRB Staff Report, which will be available via the Internet on September 11, 2025. The public may submit written responses in support of or in opposition to the findings of the HFSRB staff.
