RE: Notice of Intent to File a Certificate of Need Application
Discontinuation of a Licensed Healthcare Facility:
Touchette Regional Hospital & Replacement Hospital

Dear Mr. Kniery:

Please be advised that Southern Illinois Healthcare Foundation, Inc. (SIHF) and Touchette Regional Hospital (TRH) intend to file a Certificate of Need Application for Penn it with the Illinois Health Facilities and Services Review Board, addressing the planned discontinuation of TRH. Concurrent with the filing of the application referenced above, SIHF and TRH will file a Certificate of Need Application for Permit to establish a "replacement" hospital. Both the current hospital and the site of the "replacement" hospital are located in Cahokia Heights. Proceeding with the establishment of the "replacement" hospital will be contingent upon approval of the discontinuation application addressed in this letter, and the discontinuation is planned to occur within sixty days of the licensing of the "replacement" hospital, currently projected for 2030. It is anticipated that the two applications will be filed with your office by the end of the first quarter of this year.
