26-035 Memorial Hospital - Belleville

NOTICE OF REVIEW AND OPPORTUNITY FOR PUBLIC HEARING AND WRITTEN COMMENT

In accordance with the requirements of the Illinois Health Facilities Planning Act, notice is given of receipt of an application to establish an inpatient Acute Mental Illness (AMI) unit on the campus of an existing hospital in Belleville. Project #26-035, Memorial Hospital-Belleville Inpatient AMI Unit, Belleville. Applicants: BJC Health System d/b/a BJC Healthcare and Protestant Memorial Medical Center, Inc. d/b/a Memorial Hospital-Belleville. The applicants propose to establish a 22-bed inpatient AMI unit on the campus of the acute-care hospital at 4500 Memorial Drive, Belleville. Project cost: $24,765,000.

The application contained a Safety Net Impact Statement and was declared complete on July 10, 2026. A copy of the application may be viewed at the Illinois Health Facilities and Services Review Board Office, at the address below. Consideration by the State Board has been tentatively scheduled for the September 15, 2026, State Board Meeting. Requests for hearings must be received by this Agency no later than July 27, 2026. Any person wishing to submit written comments on this project must do so by August 26, 2026.  The State Board will post its findings in a State Board Staff Report, which will be made available on the internet on August 31, 2026. The public may submit written responses in support of or in opposition to the findings of the Illinois Health Facilities and Services Review Board.
