NOTICE OF REVIEW AND OPPORTUNITY FOR PUBLIC HEARING AND WRITTEN COMMENT

Per the requirements of the Illinois Health Facilities Planning Act [20 ILCS 3960/], notice is given of receipt to establish a Long-Term Care (LTC) facility in Savoy.  Project #26-023, Advocates for Aging Care Long Term Care Facility, Savoy.  Applicants: Advocates for Aging Care and Fayprop, LLC.  The Applicants propose to establish a 120-bed LTC facility in 86,875 GSF of newly constructed space on West Old Church Road in Savoy.  Project cost: $26,587,816.

The application contained a Safety Net Impact Statement; it was approved for expedited review and was deemed substantially complete on May 4, 2026. A copy of the application may be viewed at the Illinois Health Facilities and Services Review Board (HFSRB) Office at the address below. To obtain a copy of an application, please call the office at the number listed below for details and copying fees. Consideration by HFSRB has been tentatively scheduled for the July 21, 2026, meeting. Any person wanting a public hearing on the proposed project must submit a written request for a hearing to:

HFSRB staff must receive requests for hearings by May 19, 2026. The public may also submit written comments on this project. All public written comments must be received by July 1, 2026.  HFSRB will post its findings in an HFSRB Staff Report, which will be available via the Internet on July 7, 2026. The public may submit written responses in support of or in opposition to the findings of the HFSRB staff.
