NOTICE OF AN OPPORTUNITY FOR PUBLIC COMMENT AND REQUEST FOR PUBLIC HEARING

In accordance with the Illinois Health Facilities Planning Act, notice is given of the receipt of an application for exemption to discontinue the 30-bed comprehensive physical rehabilitation category of service at Springfield Memorial Hospital, 701 North First Street, Springfield, Illinois (E-019-26). The applicants are Memorial Medical Center d/b/a Springfield Memorial Hospital and Memorial Health System. Additionally, the applicants will convert 20 comprehensive physical rehabilitation beds to medical-surgical beds upon project completion. The ten additional beds will be discontinued. There is no cost to this discontinuation. The expected completion date is January 1, 2029.  

This exemption application was deemed substantially complete on September 9, 2026. Written requests (no emails or faxes will be accepted) for a public hearing must be received by the Illinois Health Facilities and Services Review Board no later than September 24, 2026. Any person wanting to submit written comments on this project must submit these comments by January 6, 2027. Consideration by the State Board has been tentatively scheduled for the January 26, 2027, State Board Meeting.  

The State Board will post its findings in a State Board Staff Report, and the report will be made available via the internet on January 12, 2027. The public may submit written responses in support of or in opposition to the findings of the Illinois Health Facilities and Services Review Board. The public will have until 9:00 am, January 19, 2027.
