NOTICE OF REVIEW AND OPPORTUNITY FOR PUBLIC HEARING AND WRITTEN COMMENT

Per the requirements of the Illinois Health Facilities Planning Act [20 ILCS 3960/], notice is given of receipt for a modernization/expansion project at an acute care hospital in Chicago. Project #26-005, Northwestern Memorial Hospital, Chicago. Applicants: Northwestern Memorial Hospital and Northwestern Memorial HealthCare. The Applicants propose to add 11 operating rooms and recovery stations on the 7th floor of the Feinberg/Galter Pavilion, and support services for these ORs on the 5th and 6th floors of the patient tower, located on the campus of Northwestern Memorial Hospital, 251 East Huron Street, Chicago. Project cost: $264,935,160.

The application was deemed substantially complete on January 23, 2026. A copy of the application may be viewed at the Illinois Health Facilities and Services Review Board (HFSRB) Office at the address below. HFSRB staff must receive requests for hearings by February 7, 2026. The public may also submit written comments on this project. All public written comments must be received by March 25, 2026.  HFSRB will post its findings in an HFSRB Staff Report, which will be available online on March 31. The public may submit written responses in support of or in opposition to the findings of the HFSRB staff. All written public comments about the HFSRB staff findings must be received before 9:00 am, April 6, 2026. The internet address used to access this report is:
