On 9/2/26, HFSRB's rules regarding the Cardiac Catheterization category of service were updated. The changes include revising utilization standards, updating peer review requirements, amending physician referrals, changing the unnecessary duplication of service criterion, and establishing new accreditation standards. In addition, the rules associated with the Organ Transplant and Kidney Transplant categories of service, the Subacute Care Hospital Model, and the Children's Respite Care Center Alternative Health Care Mode  were repealed. These changes were published in the September 18th edition of the Illinois Register. NOTICE OF REVIEW AND OPPORTUNITY FOR PUBLIC HEARING AND WRITTEN COMMENT

Per the requirements of the Illinois Health Facilities Planning Act [20 ILCS 3960/], notice is given of receipt to add beds to an existing Rehabilitation Hospital in Shiloh.  Project #25-035, The Rehabilitation Institute of Southern Illinois, Shiloh.  Applicants: The Rehabilitation Institute of Southern Illinois, LLC, Encompass Health Corporation, and BJC Health System d/b/a BJC Healthcare.  The Applicants propose to add 20 rehabilitation beds to an existing 40-bed Rehabilitation Hospital, located at 2351 Frank Scott Parkway East.  Project cost: $13,836,440.

The application contained a Safety Net Impact Statement and was deemed substantially complete on September 18, 2025. A copy of the application may be viewed at the Illinois Health Facilities and Services Review Board (HFSRB) Office at the address below. HFSRB staff must receive requests for hearings by October 3, 2025. The public may also submit written comments on this project. All public written comments must be received by February 6, 2026.  HFSRB will post its findings in a HFSRB Staff Report, which will be available via the Internet on February 11, 2026. The public may submit written responses in support of or in opposition to the findings of the HFSRB staff.
