NOTICE OF REVIEW AND OPPORTUNITY FOR PUBLIC HEARING AND WRITTEN COMMENT

In accordance with the requirements of the Illinois Health Facilities Planning Act, notice is given of receipt to establish an inpatient Acute Mental Illness (AMI) category of service at an acute care hospital in Evanston. Project #26-020, Saint Francis Hospital – Evanston d/b/a Prime Saint Francis Hospital. Applicants: Prime Healthcare Foundation, Inc., and Saint Francis Hospital – Evanston, LLC d/b/a Prime Saint Francis Hospital. The applicants propose to establish a 16-bed inpatient AMI unit in 5,513 GSF of newly constructed space at its hospital located at 356 Ridge Avenue, Evanston. Project cost: $3,177,407.

The application contained a Safety Net Impact Statement and was declared complete on April 21, 2026. Requests for hearings must be received by this Agency no later than May 6, 2026. Any person wanting to submit written comments on this project must submit these comments by August 26, 2026.  The State Board will post its findings in a State Board Staff Report, which will be made available on the internet on August 31, 2026. The public may submit written responses in support of or in opposition to the findings of the Illinois Health Facilities and Services Review Board.
