NOTICE OF REVIEW AND OPPORTUNITY FOR PUBLIC HEARING AND WRITTEN COMMENT

In accordance with the requirements of the Illinois Health Facilities Planning Act, notice is given of receipt to establish a freestanding comprehensive rehabilitation hospital in Springfield. Project #26-042, Rehabilitation Institute of Springfield, LLC, Springfield. Applicants: Rehabilitation Institute of Springfield, LLC; Memorial Health Ventures; Encompass Health Springfield Holdings, LLC; Memorial Health System; Encompass Health Corporation. The applicants propose to establish a 60-bed comprehensive physical rehabilitation hospital in 63,250 GSF of newly constructed space, located at 4685 Wabash Avenue, Springfield. Project cost: $66,263,120.

The application contained a Safety Net Impact Statement and was declared complete on September 9, 2026. A copy of the application may be viewed at the Illinois Health Facilities and Services Review Board Office, at the address below. Consideration by the State Board has been tentatively scheduled for the January 26, 2027, State Board Meeting. Requests for hearings must be received by this agency no later than September 24, 2026. Any person wanting to submit written comments on this project must submit these comments by January 6, 2027.  The State Board will post its findings in a State Board Staff Report, and the report will be made available via the internet on January 12, 2027. The public may submit written responses in support of or in opposition to the findings of the Illinois Health Facilities and Services Review Board.
