On 9/2/26, HFSRB's rules regarding the Cardiac Catheterization category of service were updated. The changes include revising utilization standards, updating peer review requirements, amending physician referrals, changing the unnecessary duplication of service criterion, and establishing new accreditation standards. In addition, the rules associated with the Organ Transplant and Kidney Transplant categories of service, the Subacute Care Hospital Model, and the Children's Respite Care Center Alternative Health Care Mode  were repealed. These changes were published in the September 18th edition of the Illinois Register. NOTICE OF AN OPPORTUNITY FOR PUBLIC COMMENT AND REQUEST FOR PUBLIC HEARING

By the Illinois Health Facilities Planning Act requirements, notice is given of the receipt of an application for exemption for a change of ownership of the real estate housing Plainfield Surgery Center, 24600 W. 127th Street Building C, Plainfield, Illinois. This change of ownership is considered a sale of a healthcare facility with no change from the current licensee (#E-002-25). The licensee is Plainfield Surgery Center, LLC, and the site's owner is Edward Health Ventures. The fair market value of the transaction is $5,500,000. The expected completion date is June 1, 2025.

IBJI Plainfield ASC, LLC jointly owns Plainfield Surgery Center, LLC – 70.16%, with Edward Health Ventures -29.84%. The land on which the building of Plainfield Surgery Center, LLC is located is owned by Edward Health Ventures, an indirect wholly owned subsidiary of Endeavor Health. Plainfield Surgery Center, LLC maintains a ground lease with Edward Health Ventures. After the proposed change of ownership of the building is complete, Edward Health Ventures will own 100% of 24600 West 127'" Street, Building C, Plainfield, and lease the facility space to Plainfield Surgery Center, LLC.

This exemption application was called substantially complete on March 11, 2025. Written requests (no emails or faxes will be accepted) for a public hearing must be received by the Illinois Health Facilities and Services Review Board no later than March 26, 2025.
