On 9/2/26, the State Board's rules regarding the Cardiac Catheterization category of service were updated. The changes include revising the utilization standards, updating peer review requirements, amending physician referrals, changing the unnecessary duplication of service criterion, and establishing new accreditation standards. In addition, the rules associated with the Organ Transplant and Kidney Transplant categories of service, the Subacute Care Hospital Model, and the Children's Respite Care Center Alternative Health Care Mode were repealed. These changes will appear in the September 18th edition of the Illinois Register.

NOTICE OF AN OPPORTUNITY FOR PUBLIC COMMENT AND REQUEST FOR PUBLIC HEARING

Under the Illinois Health Facilities Planning Act, notice is given of the receipt of an application for an exemption to change the ownership of Hawthorn Place Outpatient Surgery Center, L.P., d/b/a Hawthorn Surgery Center, 240 Center Drive, Vernon Hills, Illinois (E-010-26). The fair market value of the transaction is $10,911,709. The estimated completion date is November 1, 2026.  The ASTC is currently owned by Ortho-Pod, LLC (80% ownership interest) and SHC Hawthorn, Inc. (20% ownership interest). Ortho-Pod, LLC, is a joint venture formed by several physicians. Approximately 91.11% of Ortho-Pod, LLC is owned by physicians affiliated with Illinois Bone & Joint, LLC. This transaction involves IBJI North ASC, LLC acquiring 91.11% of Ortho-Pod, LLC from the physicians. The independent physicians will maintain an 8.89% ownership interest in Ortho-Pod, LLC. IBJI North ASC LLC is a wholly owned subsidiary of IBJI ASC Ventures, LLC, which is itself a wholly owned subsidiary of Illinois Bone and Joint Institute, LLC. The ASTC will continue to operate without any change to its license and will not change the categories of service it provides. It will continue to offer General Surgery, Ophthalmology, Orthopedics, Pain Management, and Podiatry procedures at the facility. 

This exemption application was deemed substantially complete on June 8, 2026. Written requests for a public hearing (no emails or faxes will be accepted) must be received by the Illinois Health Facilities and Services Review Board by June 23, 2026.
