NOTICE OF REVIEW AND OPPORTUNITY FOR PUBLIC HEARING AND WRITTEN COMMENT
In accordance with the requirements of the Illinois Health Facilities Planning Act, notice is given of receipt of an application to modernize/expand clinical services at an acute care hospital in Mattoon. Project #26-029, Sarah Bush Lincoln Health Center, Mattoon. Applicants: Sarah Bush Lincoln Health Center and Sarah Bush Lincoln Health System. The applicants propose to construct a four-story addition to its existing hospital that will house 22 medical/surgical beds, 10 observation beds, 8 inpatient dialysis bays, and various clinical services at the hospital located at 1000 Health Center Drive, Mattoon. Project cost: $113,632,278.
The application contained a Safety Net Impact Statement and was declared complete on June 15, 2026. A copy of the application may be viewed at the Illinois Health Facilities and Services Review Board Office, at the address below. Consideration by the State Board has been tentatively scheduled for the November 5, 2026, State Board Meeting. Requests for hearings must be received by this Agency no later than June 30, 2026. Any person wanting to submit written comments on this project must submit these comments by October 16, 2026. The State Board will post its findings in a State Board Staff Report, which will be made available on the internet on October 22, 2026. The public may submit written responses in support of or in opposition to the findings of the Illinois Health Facilities and Services Review Board.
