E-017-25 Javon Bea Hospital - Rockton Campus

NOTICE OF AN OPPORTUNITY FOR PUBLIC COMMENT AND REQUEST FOR PUBLIC HEARING

Following the Illinois Health Facilities Planning Act requirements, notice is hereby given of the receipt of an application for exemption for a change of ownership of the physical plant and land housing Javon Bea Hospital – Rockton Campus (#E-017-25).  The transaction is considered a sale or transfer of the physical plant and related assets of a health care facility, not resulting in a change of current licensee. Mercy Health Corporation is selling the physical plant where the Javon Bea Hospital Rockton Avenue Campus is currently located. Kingdom Authority International Ministries has entered into a Purchase Agreement with Mercy Health Corporation for the property. Mercy Health Corporation and Kingdom Authority International Ministries will enter into a lease agreement, allowing Javon Bea Hospital to continue utilizing the facility for its hospital operations. The Applicants are Javon Bea Hospital, Mercy Health Corporation, and Kingdom Authority International Ministries.

The application was deemed substantially complete on October 10, 2025. A copy of the application may be viewed at the Illinois Health Facilities and Services Review Board (HFSRB) Office at the address below. Consideration by HFSRB has been tentatively scheduled for the January 13, 2026, meeting. Any person wanting a public hearing on the proposed project must submit a written request for a hearing to:

HFSRB staff must receive requests for a hearing by October 25, 2025. The public may also submit written comments on this project. All public written comments must be received by December 24, 2025. HFSRB will post its findings in an HFSRB Staff Report, which will be available online on December 31, 2025. The public may submit written responses in support of or in opposition to the findings of the HFSRB staff.
